Prof. Robert Kibugi is a Kenyan environmental and land lawyer, an Advocate of the High Court since 2006. He holds a Bachelor of Laws (LL.B Honours) and a Master of Laws (LL.M) from the School of Law, University of Nairobi. Kibugi also holds a Doctor of Laws (LL. D) Degree from the Faculty of Law, University of Ottawa. He is an Associate Professor at the Faculty of Law, University of Nairobi.
Prof Kibugi is a specialist in climate change law, environmental and land law, with experience in teaching, research and advising clients on climate change resilience, climate change law making, land use law, physical planning law, water resources, water services, biodiversity among other areas. He has advised the Government of Kenya, and governments in Africa on different law and policy matters including climate change, REDD+, water resources and water services, land use and agriculture. Most recently, he has led the technical team that developed and drafted the 2023-2027 National Climate Change Action Plan (NCCAP) that was launched during the African Climate Summit in September 2023.
Prof. Kibugi is widely published and is co-editor of a 2023 publication on Environmental Governance in Kenya: Implementing the 2010 Constitution with Prof Patricia Kameri-Mbote and Dr Nkatha Kabira. He serves on the Governing Board of the IUCN Academy of Environmental Law representing Africa; is a member of the World Commission on Environmental Law (WCEL) and has been an Editor of the International Yearbook on Soil Law and Policy since 2016.
