This paper lays out the elements of a framework for analysing campaign planning. It is illustrates that campaign planning is not peculiar to the military, and that it exists in civil institutions also. The paper argues that campaign planning should address crisis, that it addresses developments that threaten national security strategy (grand strategy), and that it should be limited in terms of its time-frame.

This paper makes a case for a normative epistomological framework for a constitution-making process that is moral and ethical. It argues that the process of constitutional diplomacy in Kenya, the central issue of the common good as thje end and aim of all constitution-making has been ignored. The paper argues that the common good and its proper understanding should be nested on a moral-normative frame.

It notes that although relations with Asia have existed since independence, there is now an emerging aggressiveness by Kenya's foreign policy towards the Asia Pacific region. The main issues of this diplomancy are identified, as are its prospects.

It contextualises the ICTR and examines some of its jurisprudence, and discusses its contributions to governance and reconciliation in the region. It concludes that interpreting IHL, requires that issues to do with values and the world view they represent be engaged.

This paper analysese the legal aspects of the democratisation debate in Kenya in the context of the 1997 general elections, and explores the process of legal, constitutional and political reform, the conflicts that precipitated these reforms, and new conflicts to which the reforms gave rise. The paper concludes that the legal and constitutional regime is suitable where it helps to redress political conflicts in society and precludes the emergence of new ones.

This article argues that the refugee problem presents one of the most pressing challenges for diplomacy and foreign policy in the Horn of Africa. It contends that the effect of the foreign policies of some of the states in the region has been to generate refugees, and that one of the biggest challeges of the foreign policies of states in the region is to address the refugee problem directly. The article examines the diplomatic context and responses to the 1969 Africa refugee regime, explores conflicts as causes of the refugee problem, and re-assesses the refugee probl;em in the region.
